Just 31% of British adults hold meridian shift is really a being following months of open questioning

The public are becoming increasingly sceptical about the threat of climate change, it emerged last night.

Months of questions over flaws in climate change science and a lack of government action have led to a sharp decline in the number of British adults who believe it is a problem.

The proportion of people, questioned in a survey by Ipsos Mori, who believe climate change is "definitely" a reality has dropped from 44 per cent to 31 per cent in the last year.

The poll of 1,000 people also found a significant drop in those who said climate change was caused by human activities. Last year, one in three people believed it was caused by people. Now just one in five hold this conviction.

Coupled with higher prices for energy and other goods, this decrease will make it harder to persuade the public to support action to curb the problem.

Edward Langley, Ipsos Mori"s head of environment research, said the results suggest that it will be harder to get individuals to reduce their carbon emissions.

"It"s going to have a hard sell to make people make changes to their behaviour unless there"s something else in it form them - such as energy efficiency measures saving money on fuel bills.

"It"s a hard sell to tell people not to fly off for weekends away if you"re not wholly convinced by the links. Even people who are convinced still do it." he told the Guardian.

The poll follows two months of allegations which claimed climate scientis might have manipulated and withheld data.

Ed Miliband, the energy and climate change secretary, recently called on the public to ignore the "siren voices" of climate sceptics.

He last night said the Ipsos Mori poll illustrated the scale of the task of building public support for action.

The latest poll found 31 per cent of British adults thought climate change was definitely happening, 29 per cent agreed "it"s looking like it could be a reality" and another 31 per cent said the problem was exaggerated, a category that has risen by 50 per cent compared with a year ago.

However, only 6 per cent said climate change was not happening at all and 3 per cent said they did not know.

BUCHREST/LONDON (Reuters) - Romania"s securities regulator have defined European Union carbon permits as financial instruments, a move which will force all its emissions trading onto one of the country"s exchanges.

Emissions traders in eastern Europe said the unilateral ruling on Tuesday is possibly illegal and effectively kills off Romania"s over-the-carbon (OTC) permit trading market under the EU"s $100 billion emissions trading scheme.

Under the scheme, polluting companies receive greenhouse gas emission permits, called EU Allowances (EUAs), which can be freely traded with other firms, including utilities and banks, in other EU member states.

As the European market is still very fragmented with up to 10 different exchanges trading EUAs, the OTC market, composed of traders and brokers scattered across the EU"s 27 member states, makes up a significant portion of trade.

The ruling prevents foreign firms from trading Romanian EUAs without joining the Sibiu Monetary-Financial and Commodities Exchange (SIBEX), currently the only Romanian exchange licensed to trade EUAs, the exchange"s deputy director told Reuters.

"Foreign traders can no longer intermediate in Romania with such certificates unless they become members of the markets that can trade, meaning SIBEX at the moment," said Darius Cipariu.

"As securities, they are brought on a transparent, organized market where quotations are visible for all participants ... there are no more OTC transactions," he added.

SIBEX currently boasts just 38 authorized members.

"The Commission was aware that this step might be taken, but the Commission was not consulted on any details," a European Commission press officer said.

"As we are not aware of the details, it is too early yet to comment on the lawfulness or scope of the measure."

LEGAL PROVISIONS

Romania"s National Securities Commission have classified carbon credits as securities and said legal provisions under the country"s capital markets now apply to any firm trading EUAs.

The commission limits trading in capital market to "financial investment firms authorized by the National Securities Commission, lending institutions authorized by the Romanian Central Bank ... as well as similar entities authorized in EU and non-EU member states."

Romania will issue its 2010 quota of over 70 million EUAs to industry on Friday, a trader said, but the ruling prohibits any unregulated Romanian firm not allocated EUAs under the EU scheme from trading them.

"It"s disgraceful that this was not discussed with industry," said James Atkins, chairman of Budapest-based Vertis Environmental Finance. "We"ve submitted a complaint to the Romanian courts as this appears to break a number of laws."

EUA futures, the staple of the EU market, are already considered financial instruments throughout Europe while EUAs traded on the spot market are normally considered ordinary goods that command value-added tax (VAT) when traded.

"The ruling complicates things, but I don"t think Romania can act by itself on this," said Pascal Barkats of brokers Isramart, which have offices in both Romania and New York.

SIBEX"s Cipariu said the ruling reduces the threat of VAT fraud, a scam that Europol said cost the EU 5 billion euros in lost tax revenues last year.

"(EUAs) are now exempt from VAT. This facilitates transactions between Romanian operators and transactions with foreign partners," he said.

When putting your bra on, tip forward so your breasts sit in the cups better, before rearranging the straps.

KNOW YOUR STYLE

In general, most women suit one of two main styles - either a balcony cup or a plunge bra. If you have quite full breasts, a balcony will probably look best, because it pushes up from underneath.

If your breasts are not so full, plunges work well because they push up from the sides to create a fuller, rounded look.

But there are lots of styles out there to experiment and have fun with. Quarter-cup bras are sold strictly for the bedroom, third-cup bras are great for low-cut dresses, and there are a host of technical-sounding bras now available such as high-apex, which have cups offering more coverage.

Try them all on, and dont be afraid to ask in-store staff for help.

WHAT IS THE BRA FOR?

Is it for everyday wear, to play sport in, for a special outfit, or to wear in the bedroom?

If it is for a particular outfit, bring that with you when shopping for the bra. Backless dresses are particularly difficult to find the right bra for, but there are plenty of cheats available these days, such as tape and special breast-lifters that act like bras, but dont have any straps.

Racerback tops are also tricky, but we have bra-clips that convert ordinary bras into racerbacks, so you dont need to buy a specially-shaped one.

CHOOSE THE RIGHT COLOUR

Don"t choose a white bra to go under a white shirt or T-shirt. Stick to nude, or choose a pretty colour or design that can peek through your outfit. The best thing about lingerie is that only you know you have it on - unless you choose to show it off.

There are no rules any more in lingerie, and visible bra straps (and bras) are absolutely fine as long as they are pretty enough.

Of course, you probably still wouldnt go to an ultra-conservative function with your bra or straps on show.

WHAT NOT TO WIRE

If you"re an A or a B cup and want to wear a soft, non-wired, trianglestyle bra, you can probably get away with it, as long as it is comfortable.

However, for anyone above a B cup, it is hard to get a good shape in a bra and underclothes without the help of underwiring.

There are so many old-wives tales about the dangers of underwiring, but they are not true. As long as a bra fits well, it wont cause you any problems.

The cups should fit so that they are not sitting on your soft tissue, and the wire should never dig in.

UNDERWEAR AS OUTERWEAR

Lady GaGa might happily strut around town in just her knickers, but you probably want to start with a more subtle take on the popular underwearasouterwear trend. Try a sheer (but not too sheer) chiffon shirt over a beautiful silk bra with pretty strap details; or a wrap dress loosely open at the top with a basque peeking out from underneath.

Camisoles that can double up as outerwear look sexy and delicate, while corsets are extremely popular this year and look fantastic on every woman.

Be careful what you wear them with, though the look you want is feminine and classy, so teaming them with fishnets is not advisable.

A popular way to wear a corset is with jeans and heels, which tones it down while still being sexy.

The most vital element of the look is confidence. If you dont feel empowered and confident, that will come across and youd be better off keeping your underwear under wraps.

WORLD CUP 2010: Far from Fab! Capello arrives in South Africa to see Englands unprepared precision bottom for Finals

Fabio Capello will arrive in South Africa on Monday to find his World Cup training base is still a building site.

The England manager is coming to attend a two-day workshop for all the World Cup coaches in Sun City but he will seize the chance to check the progress at the Bafokeng Sports Campus, 3,900ft above sea level, which he has selected as his team"s South African headquarters.

Only half the rooms in the hotel are finished, the medical centre is far from complete, the new pitches look questionable and plans for an Olympicsized swimming pool have been shelved.

Work on the clubhouse, which will include the players" changing rooms, has yet to start even though the England squad are expected here in the first week of June to prepare for their Group C opener against the USA in nearby Rustenburg.

The England boss will stay at the Royal Marang Hotel inside the campus grounds where the squad will be in June.

It lacks the grandeur of the Schlosshotel Buhlerhohe, the Black Forest retreat chosen by Sven Goran Eriksson at the 2006 World Cup finals.

Capello, who last visited the camp after the World Cup draw in December, is understood to be happy with assurances that all the building work is on schedule at the Bafokeng and has been most anxious to check on the state of the pitches.

Two top-grade FIFA pitches were installed last year. They are supposed to be identical to those in the World Cup stadiums and their installation and development has been closely monitored by FA pitch experts.

On Sunday, the pitches in question had been very heavily watered. They were a lush green colour, unlike some grass on the campus, but the top inch was sodden and the ground beneath was rock hard. No one will play on the pitches before England arrive in June.

"They are really pushing hard," said Riaan Welman, a manager for the Royal Marang Hotel.

"Half the 72 rooms are finished and half are nearly finished. We can finish a room in half a day."

"There will be local firms and police," said Mr Welman. "A man has more chance of falling pregnant than getting in here."

On Sunday the welcome from staff and security was warm and friendly. They invited the English press on a tour of the hotel before the FA security chief asked reporters to leave.

Tragedy: Jasmine Bellfield"s body was found by police

A mother was arrested following the death of her toddler daughter after apparently "flipping" over fears that social services were about to take the child away, it emerged yesterday.

Police forced their way into Sonia Bellfield"s home after being called by care workers concerned for the safety of her two-and-a-half-year-old daughter Jasmine.

Officers found the little girl"s body inside and Mrs Bellfield, 29, was reportedly covered in blood, possibly from a failed suicide bid. Mrs Bellfield was said by friends to have been devoted to her daughter, but suffered from serious mental health problems.

Whatever the result of the criminal investigation there will also be a serious case review to look at the involvement of social and health care workers with the family.

Questions will be asked about their dealings with the mother and the ultimate failure to protect the toddler.

Neighbours believe Mrs Bellfield "flipped" because she was "petrified" of losing Jasmine.

The tragedy unfolded when police officers were seen knocking on her door in Dewsbury, West Yorkshire, at around 2pm on Friday.

Mrs Bellfield split up from her husband Martin about a year ago and lived alone with her daughter.

One neighbour said: "They were at her door for ten to 15 minutes asking her to open it up. They said let us in and she said, "I"m poorly I"m going to kill myself". Then they threatened to break the door down."

Mrs Bellfield was later led away by two officers, with her hands "covered in blood". "She looked really white," said the witness. Paramedics ran inside to get Jasmine but came out grim-faced and shaking their heads.

West Yorkshire Police said a post-mortem examination carried out over the weekend was inconclusive and further detailed forensic tests were being carried out to establish the cause of death.

Friend and neighbour Janine Barraclough, 36, said social services threatened to take the child away around a month ago and Mrs Bellfield feared she could lose Jasmine.

She said: "She must have flipped. She was a good mum, a brilliant mum.

"That kid was so well looked after. She would want for nothing. Jasmine had lovely blue eyes and was well fed and clean. A lovely child.

"Sonia wrapped that child in cotton wool, when they played in the park out front she was always running behind her to make sure she didn"t fall down.

"She thought the world of that child and was a 100 per cent good mum but she suffered from paranoia and depression."

Another friend Helen Cocker said: "Sonia was a perfect mum and she would have given her last penny to you.

"If the ice cream van came she would buy every kid on the street one. She doted on her child, Jasmine was always in designer clothes."

A police spokesman said officers found Jasmine after being called to the house by health care workers.

He said: "Inside they found the body of a two-and-a-half-year-old girl and a woman was arrested at the scene.

"The woman we have arrested is the child"s mother. We are not looking for anyone else in connection with the incident."

Mrs Bellfield"s estranged husband refused to comment.

CHICAGO (Reuters) - A General Growth Properties Inc GGWPQ.PK shareholder has filed suit against the company"s directors, saying they should not have rejected Simon Property Group Inc"s (SPG.N) buyout offer of $10 billion, Bloomberg News reported on Saturday.

It reported the suit was filed on Friday in Cook County Circuit Court in Chicago by investor James Young and accused John Bucksbaum, chairman of the bankrupt Chicago-based mall operator, and six board members with breach of fiduciary duty.

General Growth spokesman David Keating declined comment, saying in an email message that he has not seen the suit and that he refrains from making comments about litigation matters.

Attempts to contact Simon Property and Young for comment were not successful.

Simon Property, the No. 1 U.S. shopping mall owner, revealed its buyout offer on Tuesday, saying it decided to go public after General Growth rebuffed its offer of serious negotiations.

Simon Property said on Friday it could not agree to conditions General Growth Properties wanted to impose before talks on Simon"s bid for the No. 2 U.S. mall owner.

General Growth"s terms for a nondisclosure agreement were not constructive and "make clear your apparent interest in precluding our offer from moving forward or being considered by your stakeholders," Simon said in a letter to its smaller rival.

The letter is the latest salvo in a battle that has rapidly escalated after Simon went public with its offer following months of behind-the-scenes maneuvering.

General Growth, which became the biggest real estate failure in U.S. history when it filed for bankruptcy in April, has said it is pursuing an exit plan which includes emerging from bankruptcy as a stand-alone entity as well as potential deals.

General Growth has said it wants Simon to take part in its process, but the two sides have not been able to agree on the terms of a nondisclosure agreement, which is usually signed before a company opens up its books to another.

NIAMEY (Reuters) - Niger"s main opposition group thanked the army on Saturday for ousting President Mamadou Tandja in a coup and called for free elections.

The new military leadership has so far made no mention of returning the uranium-producing African country to civilian rule, despite strongly worded statements from Western powers and regional bodies.

"We say thank you to the junta for their intervention," opposition spokesman Bazoum Mohammed told a rally of more than 10,000 people in the capital Niamey. "We are for the restoration of democracy and we are committed to joining the army in this mission."

The opposition group CFDR sent a memorandum to junta leaders saying it was "prepared to make its contribution for the creation

of a new constitution and the organization of free, honest and transparent elections."

It called for a return to constitutional order, after changes introduced by Tandja in 2009 that extended his term and broadened his powers.

Tandja had defended the move as necessary for him to oversee the country"s multi-billion-dollar minerals and oil development projects, but it drew widespread condemnation and international sanctions.

Heavily armed soldiers in armored vehicles stormed the presidential palace in a hail of bullets on Thursday, killing three people before detaining Tandja. The military has said he is being treated well and is in good health.

More than 10,000 people carrying signs saying "Long live democracy" and "The CFDR supports the army" gathered in the capital on Saturday morning as traditional Nigerien music blared from speakers.

Residents have said the coup has given them some cautious optimism for positive change in the mostly desert country that has been plagued by strongman leadership since independence from France in 1960.

A member of the junta, which calls itself the Supreme Council for the Restoration of Democracy (SCRD), later spoke at the rally, saying the coup was "in the interests of the country" but stopping short of mentioning elections.

PRESSURE MOUNTS

The international community has increased pressure on the new military leadership to eventually cede power.

The African Union on Friday called for the people of Niger to be allowed to elect the leader they wanted and suspended the country"s membership. The United States offered to lift sanctions if the junta moved to establish civilian rule.

A delegation from West African bloc ECOWAS, which had already suspended Niger"s membership under Tandja"s rule, met junta leaders on Friday night and urged swift elections.

Junta president Major Salou Djibo, in his only public appearance so far, told reporters on Friday the military leadership was in the process of establishing its governing priorities, which are likely to include solving the country"s food shortages and financial problems.

Despite political turmoil over the past year, Niger has attracted billions of dollars in investment from major international companies, including French nuclear giant Areva and the China National Petroleum Corp, looking to tap into uranium and oil reserves, respectively.

Analysts have said they do not expect the change in government to affect operating contracts.

VANCOUVER (Reuters) - A worker on a cruise ship housing police and Canadian armed forces working at the Olympics has been treated for leprosy but was no threat to public health, a Vancouver Coastal Health spokeswoman said on Friday.

The worker was diagnosed with the disease on Thursday, she said, but worked in the ship"s engine room and had no contact with the security personnel staying on it during the February 12-28 Games.

She said he was not Canadian but would not divulge his nationality nor if he was already heading home.

"This disease is very treatable and not considered highly contagious. His life is not in danger," she added. "We have a handful of cases of people on ships coming into Vancouver every year."

The tobacco hornworm that appears to have eight smiles... and one scowl

This friendly insect could be the happiest in the world, with a series of "smiles" down both sides of its body.

Called a tobacco hornworm, the creature appears to have numerous faces with what look like convincing "eyes", complete with cheeky grins, peeping out all the way down its three-inch body.

But, despite appearances, these are just markings. The worm only has one face, which is surprisingly glum compared to its body.

Mother-of-three Krista Queeney snapped these pictures after her husband discovered the creature in their back garden.

The45-year-old from Gloucester, Massachusetts, said: "My husband Tom wasnew to gardening and growing vegetables in a small area of the yard.

"While tending to his garden, he was startled to find this creature on his tomato plant.

"Having not had a vegetable garden before, he had no idea what this odd looking beast was.

"He cut off the branch it was clinging to and brought it into the house to show me.

"I was fascinated as well and saw a great photo opportunity with this strange creature.

"A neighbour, who is an avid gardener, later told me it was a hornworm and a big pest in the garden."

The Tobacco Hornworm is distinguished by diagonal lines on each flank.

Most commonly found in America, it is regarded as a pest because it eats the leaves and stems of many vegetables plants.

Mrs Queeney added: "This particular Hornworm was covered in white, cottony insects.

"Theseare Braconid Wasps - they use the worm as a host for its young. Thewhite things you see that look like rice are the wasp eggs."

Sheadded: "I was advised to kill it but, by then, I had gotten to know thepesky caterpillar too well through our photo session we had just sharedand just couldn"t do it.

"I gently put it by some trees, far from the garden."

The FIA questioned engineers and team principals and consulted hours of data, but nobody thought to ask the drivers of Formula Ones 200mph machines what they thought of the new rules. The result was almost two hours of tedium.

Jenson Button, Britains world champion, believes that his opinion could help the sports world governing body to avoid another big mistake if there has to be a revision of the new regulations. The drivers were not included in discussions that led to the banning of refuelling and new, narrower tyres, seen for the first time at a calamitous Bahrain Grand Prix ten days ago.

The race, a dull procession, was adjudged one of the most boring on record and even Button said that he was on the point of yawning as he sat in the cockpit of his McLaren lap after lap behind Michael Schumachers Mercedes, unable to attempt overtaking.

The problem is that sophisticated aerodynamics that hold the cars to the track at high speed are useless when in the wash of the car in front, making them unstable. The narrower tyre also means that there is less mechanical grip for the drivers as they approach to overtake. The two factors in tandem mean it is almost impossible to get by.

The FIA is resisting calls for a change to the rules before Sundays the Australian Grand Prix, and Button believes that they should be given a chance here this weekend and in Malaysia a week later. But he thinks that the men who handle the machines could have foreseen the results of the changes and they could help the sport to avoid further embarrassment if there have to be more significant revisions.

The drivers have a good understanding of the possibilities of improving the car, as we know what we need to overtake, he said. We have taken away a lot of mechanical grip with going to a narrow front tyre, but we have more downforce on the car than we had last year, so the problem is when you come up behind someone, you lose that downforce and you dont have the mechanical grip you had last year.

Lets not get too carried away, though, and if the next two races are also not very exciting then we need to look at the options. Last year I feel the racing was some of the best weve seen. We have got these new regulations and we are trying to make the best out of them. Hopefully the next couple of races will be more fun but, if not, then we can all work together to improve it.

Button offered his counsel yesterday as he showed what a good ambassador as world champion he has become to help to overcome the battered image of Formula One.
